  1. Bring a large pot of salted water to a boil and cook the elbow macaroni according to package instructions until al dente. Drain and set aside.
  2. In a saucepan over medium heat, melt the butter. Once melted, whisk in the flour and cook for about 1 minute to form a roux.
  3. Slowly add the milk to the roux while continuously whisking to avoid lumps. Cook until the mixture thickens, about 5-7 minutes.
  4. Reduce the heat to low and stir in the shredded cheddar and cubed Velveeta until fully melted and smooth.
  5. Add the cooked macaroni to the cheese sauce, stirring well to combine. Season with garlic powder, onion powder, salt, and pepper to taste.
  6. Transfer the macaroni and cheese to a greased baking dish. Evenly sprinkle the crumbled cheese crackers on top.
  7. Preheat your oven to 350°F (175°C) and bake for 20 minutes, or until the topping is golden and crispy.
  8. Remove from the oven and let it cool for a few minutes before serving.
